  1.        DECISION ON THE APPLICATION AND REVIEW OF THE UNDERSTANDING
  2.       ON RULES AND PROCEDURES GOVERNING THE SETTLEMENT OF DISPUTES

  5. The Ministers,
  6.  
  7.       Agree that existing rules and procedures of the GATT 1947 in the field 
  8. of dispute settlement shall remain in effect until the date of entry into 
  9. force of the Understanding on Rules and Procedures Governing the Settlement 
  10. of Disputes under the Multilateral Trade Organization.  It is further agreed 
  11. that in respect of disputes for which the request for consultation was made 
  12. before the date of entry into force of the said Understanding, the relevant 
  13. Councils or Committees shall remain in operation for the purpose of dealing 
  14. with those disputes.

  16.       Agree that a full review of dispute settlement rules and procedures 
  17. under the Multilateral Trade Organization, as set out in the said 
  18. Understanding, shall be completed within four years after its entry into 
  19. force, and a decision shall be taken on the occasion of the first meeting at 
  20. Ministerial level after the completion of the review, whether to continue, 
  21. modify or terminate such dispute settlement rules and procedures.
